Main Purpose and Function

Reporting to the Senior Transportation Development Engineer, the successful applicant will be responsible for the technical and strategic evaluation of significant development applications from a transportation perspective. This will include coordination of division-wide review and liaison with other Engineering branches and City departments.

Specific Duties and Responsibilities

  • Represent the Transportation Division with Council and with the public on off-street parking and development related matters;
  • Write commentaries, prepare terms of reference, and consider and negotiate requirements associated with rezoning and development applications;
  • Review and comment on technical plans and studies for City acceptance;
  • Interpret the Parking Bylaw for developers, architects, consultants, the public, and other staff;
  • Collaborate with an interdisciplinary team and with other City departments, external agencies, and community stakeholders;
  • Assign and check the work of engineering assistants as part of the review of rezoning and development applications;
  • Participate in the development of new parking policy. This may include review of Parking Bylaw requirements, travel demand management guidelines/requirements, or development of new policy to support City-wide transportation objectives;
  • Engage planning and design consultants and project manage their work; and
  • Regularly attend open houses and public hearings outside of normal working hours.

Education and Experience

  • A bachelor’s degree in engineering, preferably with a focus in transportation;
  • Registration or eligibility to register as a professional engineer or EIT in British Columbia; and
  • A minimum of 2 years of related transportation engineering work experience.

Knowledge, Skills, and Abilities

  • Strong skills in public relations, conflict resolution, team building, and presentation;
  • The ability to work well in a team environment;
  • Excellent written and verbal communication skills;
  • The ability to build and maintain excellent working relationships with the public, outside agencies and other employees;
  • The ability to be proactive in dealing with complaints in a timely and effective manner;
  • Demonstrated ability to appropriately and thoroughly research and report on technical engineering issues;
  • Ability to present research results, conclusions, and recommendations in graphic and written form;
  • Ability to direct and supervise the work of engineering/planning assistants and other support staff;
  • Knowledge of project management best practices is preferred;
  • Local area travel is a requirement of this position. Transportation arrangements must meet the operational requirements of the Engineering Services Department; and
  • A valid BC Driver's Licence is preferred.
