Municipal Stormwater Financing - Introduction and Advanced Seminar. Participants will learn the key issues related to financing a municipal stormwater management program; the range of stormwater program funding mechanisms commonly used in North America; and the technical, financial, and administrative details related to stormwater rate financing. The morning session is intended to address tasks that are typically undertaken as part of a stormwater financing feasibility study. The afternoon session addresses practical issues that a municipality must resolve as part of the implementation phase of a stormwater rate.

Seminar Outline – Introduction (8:30am – 12:30pm)
1.  Overview of municipal stormwater management programs

  • Program components, needs, and expenditures
  • Level of service and sustainability issues

2.  Financing mechanisms used in North America

  • Taxes, development charges, and user fees
  • Comparison and evaluation of funding methods

3.  Rate financing details

  • Ratepayer categories and rate structure scenarios
  • Public consultation/education process

4.  Lessons learned and case studies from Alberta and Ontario

Instructor
Michael A Gregory, P.Eng. – AECOM

Michael Gregory, P.Eng, has 21 years of experience in water resources planning, analysis, design, and policy development efforts throughout North America. Mike is a licensed professional engineer in Ontario, Ohio, and Florida. His particular expertise is stormwater management, including rate financing and hydrologic/hydraulic modeling. He has advised local governments and agencies on the capital, operational, financial, and regulatory components of their stormwater programs, including the development of appropriate stormwater level of service criteria and policies to achieve desired water quantity and quality objectives. He has managed and provided consulting engineering services for stormwater financing studies and incentive programs for 10 municipalities in Canada. Mike has also helped to coordinate and facilitate stormwater financing workshops and information sessions for over 40 municipalities across Canada since 2005. These workshops have focused on alternative funding mechanisms to meet municipal stormwater program needs and achieve financial sustainability. He has also presented at conferences to broad audiences comprised of finance, engineering, and public works professionals, elected officials, business owners, and citizens.
