The Drinking Water Protection Regulation requires that ground water considered to be at-risk of containing pathogens must be disinfected. Guidance on how to assess for this risk is provided in the Ministry of Health's Guidance Document for Determining Ground Water at Risk of Containing Pathogens (GARP) Version 2 ( the "GARP assessment document"). The treatment expectations are further outlined in the Drinking Water Treatment Objectives (Microbiological) for Ground Water Supplies in British Columbia (the "GWTO").

Outline

This seminar will focus on the procedure outlined in the GARP assessment document, including the studies to be completed by a qualified professional, and the subsurface filtration credits outlined in the GWTO. Designed to enhance the competencies of qualified professionals and improve the uptake of Ministry guidance on assessing ground water for pathogenic risks, these seminars will inform and enhance the knowledge of the attendees on the appropriate application of the GARP assessment document and the subsurface treatment credits in the GWTO.

Instructor Bios

Nick Sargent, M.Sc., P.Geo., Principal - Senior Hydrogeologist, Golder Associates Ltd.

Nick Sargent is a Principal and Senior Hydrogeologist with Golder Associates Ltd., based in the Kamloops office.  Mr. Sargent obtained his B.Sc. (Hons) in Geology from the University of Dundee, Scotland in 1977 and his M.Sc. in Geology-Hydrogeology from Memorial University in St. John’s, Newfoundland and Labrador in 1994.  Having previously been registered in Alberta and Newfoundland and Labrador, Mr. Sargent has been a registered P.Geo. with APEGBC since 1995. As a member of the BCWWA Drinking Water Committee, and through Golder and the BC Groundwater Association, he has provided input to the Ministry of Health for development of the second version of the Guidance Document for Determining Ground Water at Risk of Containing Pathogens (GARP), and the Drinking Water Treatment Objectives (Microbiological) for Ground Water Supplies in British Columbia.

Since starting to practice hydrogeology in 1990, following ten years as an oilfield geologist, Mr. Sargent’s primary professional area has been in water supply with the design and installation of high flow wells, and evaluation and improvement of groundwater quality. He has been involved in the development and protection of groundwater supplies for numerous municipalities, water system operators and First Nations.  Mr. Sargent has conducted GARP assessments and provided clients with recommendations for groundwater monitoring programs and, when necessary, appropriate treatment. He has designed and directed the development of high capacity collector wells and well fields that utilize river bank filtration (RBF) as a method for effective subsurface filtration of pathogens. Of note, Mr. Sargent was the lead hydrogeologist and groundwater modeler for construction of a collector well for the City of Kamloops, and an Environmental Assessment for a collector well for the City of Prince George. He has been the lead hydrogeologist on the development of high flow RBF wells and well fields for the City Fort St. John adjacent to the Peace River, City of Revelstoke along the Columbia River, District of Kent adjacent the Fraser River, and the Little Shuswap Indian Band on the Adams River.  

Mark Bolton, M.Sc., P.Geo., Associate - Senior Hydrogeologist, Golder Associates Ltd.

Mark Bolton is an Associate and Senior Hydrogeologist in the Victoria office of Golder Associates Ltd. Mr. Bolton obtained his B.Sc. in Earth Sciences from Simon Fraser University in 1999 and his M.Sc. in Earth and Ocean Sciences from the University of British Columbia in 2004. He has been a registered P.Geo. with APEGBC since 2005. He provided technical review to the Ministry of Health during revision of the Guidance Document for Determining Ground Water at Risk of Containing Pathogens (GARP) document and development of the Drinking Water Treatment Objectives (Microbiological) for Ground Water Supplies in British Columbia.  

Mr. Bolton has 15 years’ experience working in Canada and internationally on hydrogeological assessments for water supply and water quality. He has designed and implemented drilling, construction and testing programs to identify and assess groundwater resources. Mr. Bolton has provided First Nations, and Municipal and National Government clients with recommendations for protection and efficient use of groundwater resources, both in terms of quantity and quality. Recently, he has been the lead hydrogeologist for GARP assessments for the Tla-o-qui-aht and Pacheedaht First Nations, and review of well operation, performance monitoring and rehabilitation programs for the Township of Langley. While working with the United Nations Children’s Fund (UNICEF), Mr. Bolton was responsible for the technical direction of initiatives that included collaboration with the World Health Organization (WHO) and sector partners to develop Water Safety Plans (WSPs) to identify and manage microbiological risks to groundwater supply wells, and the design, construction and monitoring of Managed Aquifer Recharge (MAR) systems to manage water supply in freshwater scarce coastal areas of Bangladesh.
