This presentation provides an overview of self-regulation and discusses the investigation and discipline system at Engineers and Geoscientists BC.

The session also discusses recent trends in investigations and reviews the discipline cases published by Engineers and Geoscientists BC in 2016–2017. The presentation is intended to be an interactive session where participants are able to ask general questions about investigation and discipline activities at Engineers and Geoscientists BC. The presenter will not be giving legal advice nor discuss active investigations or discipline files, only completed discipline matters.

Mr. Efrem Swartz LLB

Engineers and Geoscientists of British Columbia

Efrem Swartz graduated from the UBC law school in 1999.  He was ranked 2nd in his first year law school class and won six awards for academic excellence. Efrem then served as a judicial clerk at the BC Court of Appeal. In private practice, Efrem developed a wealth of experience concerning large-scale litigation and professional regulatory matters.

In 2009, Efrem formed his own law firm. He acted for many different professional regulatory bodies by conducting investigations, providing legal opinions, negotiating consent resolution agreements, and conducting qualification and disciplinary hearings.

Efrem joined Engineers and Geoscientists BC as the Director of Legislation, Ethics and Compliance in 2014.  He is the senior lawyer employed by Engineers and Geoscientists BC and manages the legal affairs of the association.  Efrem is also the chair of the National Discipline and Enforcement Officials Group of Engineers Canada.
