This webinar will provide an overview of proposed changes to a series of bylaws that govern life membership, honorary memberships, and non-practising membership. The bylaws will be presented to members for ratification in the Fall. Council is currently seeking member feedback on these changes as part of its consultation process for bylaw amendments. Members will be able to ask questions and provide feedback during the webinar.

Seminar Description

For many years, Engineers and Geoscientists BC has awarded life memberships under the association’s Bylaw 10(c.1). 

In February, the association was the subject of a legal challenge that this bylaw is discriminatory based on age, due to age requirements for qualification. The bylaw currently entitles members to apply for life membership if they are 70 years of age, have been practising for 35 years or more, and have been a member in good standing for 20 years or more.

Council ceased exercising its discretion to offer Life Membership effective June 16, 2017, and directed a review of the bylaw that governs this process, as well as bylaws that govern related areas of honorary memberships and the use of the Non-Practising title.

The bylaws proposed for revision are:

  1. Bylaw 10 (c): Non-practising member
  2. Bylaw 10 (c.1): Life membership or licensure
  3. Bylaw 10 (c.2): Honorary life membership or licensure
  4. Bylaw 10 (d): Honorary membership

The changes proposed to these bylaws aim to provide more accurate information to the public, and enhance the way Engineers and Geoscientists BC delivers on its regulatory responsibilities by clarifying the professional obligations of those without practice rights, introducing more stringent guidelines for granting practice rights within honorary membership categories, and providing clearer guidelines for service recognition.

Ms. Gillian Pichler, P.Eng.

Director of Registration, Engineers and Geoscientists BC

Gillian Pichler is the Director of Registration for Engineers and Geoscientists BC. She is responsible for all registration and licensing activities and is involved in national and international activities at Engineers Canada.

Ms. Pichler is registered as a P.Eng. in BC and an ing. in Quebec. She graduated with a Bachelor of Engineering in mechanical engineering from McGill University and has an MBA from Concordia University. Prior to joining Engineers and Geoscientists BC, Ms. Pichler was in charge of Facilities, Plant and Production Engineering at Gillette Canada, Montreal for 16 years.
