Event Description


The regulatory landscape in BC is changing and the upcoming implementation of the Professional Governance Act will introduce a new Code of Ethics for professional engineers and geoscientists. The Professional Governance Act requires that each regulator under this legislation, including Engineers and Geoscientists BC, and the regulatory bodies for forestry, applied biology, agrology, and applied science technology, include a minimum of 12 standardized mandatory principles within their Code of Ethics for their registrants.

About the Event


The changes in the new code are modest and generally consistent with our existing Code of Ethics; however, some new principles have been introduced.

This webinar will provide registrants with an overview of the new Code of Ethics and will provide examples from past disciplinary cases where similar principles of the Code of Ethics have been breached. The presentation will also inform registrants about the forthcoming Guide to the Code of Ethics that will be available as a resource to help registrants understand their obligations under the new Code.

As Director of Legislation, Ethics and Compliance, Efrem Swartz oversees the effective management of the investigation, assessment, and resolution of complaints against individuals practising professional engineering and geoscience in British Columbia. He is also responsible for the education and promotion of ethical practice and for the interpretation and enforcement of the Engineers and Geoscientists Act.

Efrem joined Engineers and Geoscientists BC in November 2013. Previously, he founded Swartz Law Corporation, an independent firm specializing in professional regulation, administrative law, and civil litigation. He provided a wide range of legal services to many different professional regulatory bodies. Efrem received both his LLB and Bachelor of Arts from the University of British Columbia.
