Public Representative Statutory Committee Member
Are you a BC resident who is looking to give back to your community by making an important contribution to the protection of the public? Engineers and Geoscientists BC is seeking volunteers to share their expertise as Public Representatives on one of five statutory committees. Public Representatives, also known as lay persons, will ensure independence and the voice of the public is present, supporting Engineers and Geoscientists BC’s mandate to serve and protect the interests of British Columbians.

To support its operations, Engineers and Geoscientists BC has five statutory committees: Nominating Committee, Credentials Committee; Audit and Practice Review Committee, Investigation Committee, and Discipline Committee. Each committee is comprised of a number of registrants (professional engineers and geoscientists) and at least one Public Representative (an individual who is not a registrant of Engineers and Geoscientists BC).
Public Representatives are appointed for a two-year term and may be re-appointed up to a maximum of six years. In recognition of their service, Public Representatives will be compensated at a rate of $100 for each committee meeting of four hours or less, and $200 for each meeting of more than four hours. Public Representatives will also be reimbursed for necessary travel expenses. Time commitments are outlined below, although applicants should be aware that considerable preparation work is required for committee meetings.

The Committees’ Terms of Reference, the Professional Governance Act (the Act), and the Bylaws set out the authority, composition, and duties of each Committee.
The mandate of the Nominating Committee is to seek and select a list of candidates for election to the Council (equivalent to a Board of Directors) that they believe best demonstrate the qualities needed for strong leadership of the association and is diverse and reflective of the organization’s membership.
Time Commitment: Meetings are held six times per year and typically last for one to two hours. An additional two full business days will be required for those committee members selected for the interview panel.
The mandate of the Credentials Committee is to act on behalf of Council in matters related to the registration, licensing, and enrolment of applicants, and financial matters related to this role.
Time Commitment: Meetings are held 10 times per year and typically last two hours.
The mandate of the Audit and Practice Review Committee is to assess registrant compliance with regulatory requirements and to administer remedial measures where necessary to protect the public interest. The Committee meets this mandate through the administration of the Audit and Practice Review Programs as detailed in the Professional Governance Act and Engineers and Geoscientists BC’s bylaws and policies.
Time Commitment: Meetings are held 10 times per year and typically last for two and a half hours.
The mandate of the Investigation Committee is to investigate alleged breaches of the Act, Bylaws, and Code of Ethics by registrants.
Time Commitment: The Committee meets 10–12 times per year and each meeting is approximately two hours in length.
The mandate of the Discipline Committee is to adjudicate disciplinary inquiries related to matters referred to the Committee regarding a registrant's and licensee’s conduct, competency and or ability to practice, pursuant to the Act, the Bylaws, and Code of Ethics. In addition, members of the Discipline Committee often participate in the attempt to resolve disciplinary matters prior to hearings by proposing Consent Orders in the public interest. Members may also participate in mediations.
Time Commitment: A full-day administrative meeting is held at least once per year. Committee members are typically called on approximately two to three times per year to sit on a disciplinary hearing panel, and three to four times per year to sit on disciplinary review panels. A disciplinary hearing typically lasts for one full day, although on occasion disciplinary hearings span multiple days.
Applicants must meet the following criteria:
- Be a BC Resident
- Is not a registrant of Engineers and Geoscientists BC
- Have no immediate family members in the professions
- Be free of actual or perceived conflicts of interest
Attributes that are important to this role include:
- Public Focus and Integrity: Demonstrates a commitment to protecting the public by effectively regulating engineers and geoscientists.
- Decision Making: Uses a systematic approach to problem-solving and decision-making. Bases decisions on best available information and keeps the interests of the public in mind.
- Communication Skills: Communicates effectively, and respectfully with others.
Public Representatives should ideally possess a combination of skills and experience relevant to the Committee’s oversight responsibilities. Preference will be given to candidates with:
- Previous experience as a volunteer with a similar organization
- Experience in professional regulation and knowledge of the standards of practice and standards of professional ethics
- Operational or technical expertise relevant to the responsibilities of the Committee (e.g., legal, HR, governance, public sector administration, etc.)
- An understanding and appreciation of the development of policy and decision-making in a large, complex system, to ensure that decisions are based on objective principles, and informed by evidence and best practice
