Professional Practice Guidelines: Building Enclosure Engineering Services

This webinar will review and discuss the Engineers and Geoscientists BC Professional Practice Guidelines on Building Enclosure Engineering; a revision to the existing guideline will be published on February 4, 2020. The Professional Practice Guideline for Building Enclosure Engineering specifies tasks that should be performed by Engineers and Geoscientists BC registrants so as to meet an appropriate standard of practice that fulfills the registrant's professional obligations under the Engineers and Geoscientists Act. These obligations include the registrant's primary duty to protect the safety, health, and welfare of the public and the environment. The document will assist in delineating the roles and responsibilities of the various participants/stakeholders including which professional assumes overall responsibility for the building enclosure design, clients, authorities having jurisdiction, and other consultants. The guidelines define the skill sets that are consistent with the training and experience required to carry out building enclosure engineering and describe how the intent of the seven quality management requirements under the Engineers and Geoscientists Act are to be met.


During this seminar, attendees will become familiar with the updated Professional Practice Guidelines: Building Enclosure Engineering through example applications and an interactive question/answer period.


Professional engineers qualified by training and/or experience to undertake and accept responsibility for building enclosure engineering in British Columbia.




Joel Schwartz is a Senior Building Science Specialist with 27 years of building envelope consulting experience covering a wide range of projects; including new construction of all types of buildings, remediation, historic restorations, and off-shore curtain wall manufacturing and assemblies. Joel’s interest in buildings and improving the built environment led him to pursue a civil engineering degree (structures) from McGill University and eventually the founding of JRS. His work focuses on the importance of high-performance and durable building envelopes; combining new technology with past experience. Joel is active in industry and has prepared numerous papers and presentations over his career. He is past president of the British Columbia Building Envelope Council (BCBEC) and has been a member of the Building Enclosure Committee for Engineers and Geoscientists British Columbia for over 20 years and currently chairs the Committee. He was chair of the Subcommittee that originally drafted the Professional Practice Guidelines for Building Enclosure Engineering Services in 2012 and is the lead author responsible for updating and revising the latest edition of the Guidelines. He is also the Engineers and Geoscientists BC liaison to, and sits on, the Architectural Institute of BC’s (AIBC) Building Envelope Committee, and has recently become a member on the Standing Committee on Environmental Separation for the development of the 2025 codes on behalf of the National Research Council Canada (NRC).
