Main Purpose and Function

The Green Building Engineer develops programs, policies, and regulations in close collaboration with senior staff in Engineering, Planning, Development Services, the Chief Building Official’s Office, and Real Estate and Facilities Management, and leads their successful implementation.

This position also includes fostering and leveraging external relationships with senior staff within other local governments, BC Ministry of Energy, BC Ministry Responsible for Housing, BC Hydro, the Urban Development Institute, BC Housing, the Zero Emissions Building exchange (ZEBx), academic institutions, Architectural Institute of BC, and Engineers and Geoscientists BC.

Specific Duties and Responsibilities

Research:

  • Develop and leverage relationships with research groups, industry leaders, and other stakeholders to identify gaps and emerging priorities for further policy research; and
  • Commission and review research into highly energy efficient and resilient buildings, including: envelope and mechanical system design approaches for zero emissions heating and hot-water systems, proven and emerging technologies; policy best practices; business case viability; and occupant/operator impacts on performance.

Policy and Regulation Development:

  • Lead internal and external multi-disciplinary research and policy development teams that may include technical, legal, financial, planning, project management, and/or communications experts;
  • Synthesize research and local industry experience to inform development of policies, programs, and regulations impacting building energy and resource use;
  • Lead stakeholder consultation, outreach, and engagement to inform development of policy and regulations;
  • Engage other experts and key stakeholders to share policy changes and successes stories to foster understanding and support for recommended changes; and
  • Prepare memos, reports, and presentations to recommend new policy approaches and changes to senior management, key stakeholder decision makers, and Council.

Policy and Regulation Implementation:

  • Lead internal efforts to standardize and improve implementation of existing policy and regulations for energy efficiency and emissions reductions in new buildings (including review processes, documentation and submittals, modelling guidelines, intake checklists, administrative bulletins, etc.);
  • Participate in internal and external meetings on major developments and community plans, communicating green building policy working to resolve issues that arise; and
  • Address compliance questions from project teams and facilitate the successful implementation of Zero Emissions Building Plan policies and regulations.

Capacity Building:

  • Establish and foster partnerships to support policy changes and programs;
  • Develop multi-party administrative structures and systems to ensure the effective dissemination of knowledge on most effective approaches to build near zero emission new buildings (supply chain, design, development, construction, and operations); and
  • Other duties/responsibilities as assigned.

Qualifications

Education and Experience:

  • Bachelor’s degree in engineering, preferably with a major in building science or sustainable energy;
  • Registration or eligibility for registration as a Professional Engineer (P.Eng.)  in British Columbia is required;
  • A minimum of 5 years of related professional experience in the design and development or renovation of highly energy efficient buildings;
  • Strong background in building HVAC system design is required—in particular heat pump and ventilation systems, energy system commissioning, and/or optimization, complemented by familiarity with efficient building envelopes;
  • Demonstrated professional experience planning and managing energy audits and renovation projects for existing buildings, preferably with a background in the deployment of heat pump technologies for heating and domestic hot water applications;
  • Experience procuring and managing professional services would be an asset;
  • Experience with building energy benchmarking, efficiency audits and capital planning; and
  • Experience conducting media interviews or serving on boards will be considered an asset.

Knowledge, Skills, and Abilities:

  • Local design and development of energy efficient buildings, preferably Part 3 buildings;
  • Strong background in highly efficient HVAC systems and building envelope design is required; experience with heat-pumps for heating and/or hot water is very desirable;
  • Familiarity with ASHRAE 90.1, ASHRAE 62, and NECB is required;
  • Exceptional interpersonal and communications skills are essential;
  • Understanding of economic and business case development/analysis;
  • Ideal candidate will have an understanding of market transformation and change management theory and/or practice;
  • Ideal candidate will be a Passive House as well as LEED certified professional;
  • Ideal candidate will be experienced running building energy modeling engines such a DOE-2 based building energy modeling software such as eQUEST, IES/VE, EnergyPlus or similar; and
  • Ability to work collaboratively and with little supervision.
