In an August 11, 2025, Consent Order, Patrick Michael Sails, P.Eng., admitted that he demonstrated unprofessional conduct in relation to the flood hazard assessment report he prepared with respect to a property in Squamish Lillooet Regional District, BC.

As of August 21, 2025, Mr. Sails’ registration with Engineers and Geoscientists BC is suspended for a period of three months.

In the Consent Order, Mr. Sails admitted that he demonstrated unprofessional conduct contrary to the Engineers and Geoscientists Act, and agreed that, among other things, he failed to:

  • perform an appropriate assessment of the level of effort and class selection for the flood hazard assessment;
  • refer to and/or comply with relevant and applicable guidelines, or the requirements set out therein, in the report;
  • conduct and document sufficient fieldwork or an analysis to reasonably evaluate the flood hazard or risks; and
  • obtain an appropriate documented check of the flood hazard assessment or include the appropriate Flood Assurance Statement in the report.

As outlined in the Consent Order, prior to the end of his suspension, Mr. Sails must complete the Professional Engineering and Geoscientists Practice in BC online seminar and several Engineers and Geoscientists BC webinars.

As of the effective date of the Consent Order, Mr. Sails is restricted from providing engineering services in relation to flood hazard assessments. To lift this practice restriction, Mr. Sails must complete several educational offerings set out in the Consent Order. If Mr. Sails successfully lifts the practice restriction, all of his work related to the practice restriction will be subject to a peer review for a period of 12 months or two projects, whichever comes later.

Mr. Sails paid $5,000 towards the legal and investigative costs of Engineers and Geoscientists BC.
