David Drover’s membership in the Association of Professional Engineers and Geoscientists of Alberta was cancelled in June 2017. The Discipline Committee of Engineers and Geoscientists BC has imposed an equivalent order, cancelling Mr. Drover’s membership with Engineers and Geoscientists BC effective September 16, 2019.
In June 2017, the Association of Professional Engineers and Geoscientists of Alberta (APEGA) cancelled Mr. Drover’s registration (apega.ca/assets/PDFs/discipline-decisions/16-010-FH.pdf) in Alberta due to “unprofessional conduct”, “abusive, harassing, and vulgar conduct”, and a finding that “Mr. Drover was ungovernable”.
When a member of Engineers and Geoscientists BC is disciplined by a regulatory body in another jurisdiction in Canada, section 33.1 of the Engineers and Geoscientists Act, (the Act) allows the Discipline Committee to impose equivalent discipline against the member in BC. The association applied to the Discipline Committee to cancel Mr. Drover’s registration pursuant to section 33.1 of the Act. Mr. Drover submitted written arguments in response.
On September 16, 2019, a panel of the Discipline Committee (the Panel) issued its determination. The Panel concluded that section 33.1 of the Act should be applied. The Panel ordered Mr. Drover’s membership with the association cancelled.
