Discipline Notice: Chungmo Chung, P.Eng.

On September 22, 2025, a panel of the Discipline Committee of Engineers and Geoscientists BC found that Chungmo Chung, P.Eng., demonstrated unprofessional conduct in relation to the structural and geotechnical engineering services he provided for a residential property in Maple Ridge, BC.

On June 12, 2026, the panel issued their decision on penalty and costs. Mr. Chung’s registration with Engineers and Geoscientists BC is suspended for two months commencing July 1, 2026. Effective immediately, Mr. Chung is prohibited from performing any geotechnical engineering work.

Between 2015 - 2016, Mr. Chung provided engineering services as the structural and geotechnical Engineer of Record for a residential property in Maple Ridge. Mr. Chung was involved in determining adequate fill for the concrete slab on the grade foundation. 

Among other things, the panel found that Mr. Chung:

  • failed to conduct a geotechnical assessment for the property and, in particular, failed to conduct an adequate field investigation or prepare an adequate design to demonstrate that the soil bearing capacity for the property was sufficient for the design footing loads;
  • failed to prepare a landslide assessment or report in accordance with legislated guidelines despite having signed and sealed the “Appendix D: Landslide Assessment Statement” for the property;
  • failed to conduct an on-site inspection prior to construction of the slab to assess the condition of the fill; and
  • failed to conduct field reviews or adequately supervise his employee or delegate who conducted the on-site inspections and prepared the field review reports for the property.

Between March 3 - 5, 2025, the panel conducted a discipline hearing concerning the conduct of Mr. Chung. On September 22, 2025, the Panel issued their decision finding that Mr. Chung demonstrated unprofessional conduct contrary to the Engineers and Geoscientists Act.

The panel’s decision on penalty and costs issued June 12, 2026, included that prior to the end of Mr. Chung’s two-month suspension period, commencing July 1, Mr. Chung is required to complete an educational seminar. Six months after the end of his suspension period, Mr. Chung is required to undergo a practice review. Mr. Chung is required to complete and pass an examination on or before January 1, 2027.

Mr. Chung is currently prohibited from performing any geotechnical engineering work. Should he wish to lift or modify his practice restriction, he must apply for reinstatement of full practice rights to the Credentials Committee of Engineers and Geoscientists BC.

Mr. Chung is ordered to pay $94,595.66 towards the legal costs of Engineers and Geoscientists BC.
