Discipline Notice: Donald (Don) Wayne Deal Jr.
In an August 6, 2026, Consent Order, Donald (Don) Wayne Deal Jr. admitted that he demonstrated unprofessional conduct in relation to the engineering services he provided for an export facility in North Vancouver, BC.
Mr. Deal’s registration with Engineers and Geoscientists BC is cancelled, and he is prohibited from applying for reinstatement of his registration for a period of two years.
In 2019, Mr. Deal provided engineering services in relation to the structural design of a grain silo infrastructure for the export facility in North Vancouver. Mr. Deal took responsibility for the structural components of the silo and inappropriately authenticated structural drawings and two Letters of Assurance – Schedule B for the silo when he was not involved in preparing the structural design for the silo and had inadequate knowledge of the silo designs.
On August 6, 2026, Mr. Deal and Engineers and Geoscientists BC agreed to a Consent Order. Among other things, Mr. Deal admitted that he demonstrated unprofessional conduct relating to the silo, and he agreed that he:- took responsibility for the structural components of the silo when he authenticated two Letters of Assurance - Schedule B, when he had inadequate knowledge of the silo designs;
- inappropriately authenticated two drawings pertaining to the structural design of the silo as the Responsible Professional of Record. In particular, Mr. Deal admits that he:
- was not involved in preparing the structural design for the silo and that he did not delegate preparation of the design to a subordinate under his direct supervision; and
- failed to authenticate the portion of the drawing designs that related to structural design or to delineate the extent of his professional responsibility for each drawing; and
- he authenticated instruction manuals for permitting pertaining to the silo without adequate professional experience and familiarity with the structural design of the silo.
As outlined in the Consent Order, Mr. Deal’s registration with Engineers and Geoscientists BC was cancelled, and he is prohibited from applying to reinstate his registration with Engineers and Geoscientists BC for a period of two years from the date of the Consent Order.
If Mr. Deal applies for reinstatement in the future, his application will be determined by the Credentials Committee. If an application for reinstatement is granted, Mr. Deal will undergo a practice review six months after reinstatement as determined by the Audit and Practice Review Committee.
Mr. Deal will also be required to pay $2,000 towards the legal costs of the investigation.
